Whats the difference between acne cleansers and blackhead cleansers?

I mean, Johnson and Johnson cleam and clear has range of cleansers for blackheads and one for spots but what difference in the actions?

I have noticed that both have the same active ingredient. I see no difference in over the counter products. If I find one on sale and it is the same amount of active ingredient, I buy the one on sale.
